inhibition and speech dealy

My 2.3 year old daughter has good eye contact since beginning. She started pointing on distant things, giving three point gaze every time, showing and sharing things of interest and doing gestural communication at two years of age. Now she points and communicates using gestures very well. Speaks one word ‘no’ appropriately when she doesn’t want to do/take something. No repetitive behavior/ restricted interest or sensory issue.

Never plays alone. She follows commands very well (two and three point) and has good receptive language( understands almost everything).

She failed M-Chat at 18 months but passed at 2. She also passed ADOS test. Also as per her assessment they have ruled out ASD because of good eye contact, good understanding, good receptive language/comment following and social skills. They asked us to give her lots of stimulation and exposure.

Her problematic areas are speech delay and excessive fear of strangers/ new activities. Do not mingle up with kids at her day care (post one month). She will watch and sometimes laugh at them but do not play with them. Also her gross motor skills are not age appropriate like taking swings/ slides and park activities ( not sure its due to fear or her temperament)

Is this due to delay in her language skills/ shy temperament or some other serious issue.
